ke a wood fingerboard - sand it, heat frets with a soldering iron, etc. and there will be no surprises. I find it hard to believe that Micarta doesn't need any leveling. After 21+ years of refrets, I still haven't seen a factory guitar that didn't need its fingerboard leveled. I wouldn't expect this guitar to be any different just because the fingerboard is a different material.
Regarding glue, I prefer CA for fretwork. Say what you will about it, but I've never had a fret come loose, ever, and I've installed thousands of them. Should work fine with Micarta. …
If you use Micarta, your local countertop joint throws away enough scrap to stock you for yrs , of course if you live out in the sticks like Jim it might be hard to find a countertop fabricater

John, if your position is that anything that isn't wood or animal in nature should be replaced, why are you asking about refretting a micarta fretboard?
esin. When I sanded it, it turned fuzzy, and no fine grits of abrasive nor any sanding or smoothing technique my pea brain could conjure ever made it smooth again. It remained fuzzy.
Others may know better; I'd not attempt it again without "local knowledge".
It occurs to me that I might have been sanding Richlite, not Micarta. It seems the two terms are used interchangeably, but I suspect the two materials are likely somewhat different in composition.
