1932 Style 0 National cracked side repair

I have a friend who lives in Eastern P.A. who may be looking for a repair person for a severe metal crack in this  dropped axe. The Factory will likely take it, but we don;t want to wait two years. Is there a site someone knows of that lists were all the Reso metalworkers do their repairs? Thanks!b
