Are you sure you were on the 20 ohm scale and not the 20K ohm scale on you meter?
The P/U resistance should be 6K to 9K ( K as in thousand).
It might be an intermittent problem that fixes itself when it is jostled around,letting it work when you went straight to the jack.
Securely clip your meter leads to the P/U and gently rap it a few times to see if the reading fluctuates. If you have everything in front of you, call me and we'll step through it.
