meguiars w8006 polishing pad question

got a few of these pads, says on the label "to prime new pads lightly mist with m34 final inspection" .. do I really need to do this folks ?. I keep buying stuff like this, is it possible to use something lying around my garage and avoid more spending ?. also, I guess it is necessary to clean the clogged up pads after use... any tips on this ?. thanks
