My vote is for good ol' Tite-bond. When the binding was originally glued-on, it "grabbed" zillions of little slivers of wood and glued 'em to the binding.... and (unless the inside of the binding has been cleaned or scraped) they're still attached.
So we're basically looking-at a wood-to-wood gluing surface and it's hard to beat Tite-bond for that, unless you'd rather try hot hide glue for a similar result. Still, it's wood-to-wood and either glue should work well. The bonus is that neither one will harm lacquer.
