I use lacquer almost exclusively.  Haven't had ANY problem with sticky necks, and actually most of the comments I get are regarding how fast my necks are.

Here's the order of my steps in a nutshell:

spray the lacquer,

scrape/level the lacquer surface

block wet-sand 400 grit

hand wet-sand 600 grit

buff w/ 0000 steel wool

buff w/ red felt (the felt cloth, not a felt wheel)

apply Johnson's Paste Wax

buff w/ cotton cloth

Play it!!!!!

This gives a semi- satin hand-rubbed look and feel that is incredibly smooth and fast.  Personally, I find that ANY high-gloss shiny surface feels sticky to me.

YMMV,
