Is the guitar new or was it pre-owned?
If new, you probably cleaned-off residue from the finishing process. If it was used, it's probably "previous owner" residue. That happens all the time. I think some players use BBQ sauce for a neck lube :D
My favorite cleaners are Smith's & Dunlop 65. Your choice of any of the high quality cleaners available on the market will work.
Spray it onto the rag, not the back of the neck, and use as directed.
After it' meets your clean spec's, a wipe-down with a clean dry flannel clothg after each playing session will maintain the feel and it should only require a cleaner a few times a year. Wipe your strings down too.
