Never dona a " doweled " Gretsch re-set before....This one isn't real loose like I like to see them....I have no idea whats underneath this , and don't seem to find anything on the Webbs....Any help ?

The bigger boys such as the CG etc have a similar plug on the leading edge of the neck heel (ie coming in from the front of the heel) which covers up a screw.   Logically, there is no reason to put a plug anywhere unless you are covering up something.   It'll most likely be covering a screw - try putting a super magnet on the plug to see if it detects a ferrous screw.  

If its a dowel you can test it by drilling a pilot hole with a 1/16" or thereabouts "long drill" down the length of the plug/dowel - if there is a screw in there you will also find it (go easy)

Really !....Covering a screw ?....For some reason I envisioned a tapered dowel....Maybe I was thinking of some classical...I'll go in with a skinny bit and see...

I had a Duo Jet in with the dowel where you described it , but they decided not to go  ahead and have a re-set done...

Used a magnet....Yep.....

I reset a 60's gretsch clipper that had the same dowel hole with a screw hidden underneath.
