I just got a Mexican Tele that I must raise the action very high, high to the point of unplayable, in order to get good full sound, that is, they aren't fret dead.

I can get that same full sound from my stromberg with low action.

The strings are .11 slinkies on both guitars.

Both necks have same slight forward bend.

What causes this?

Could be heap of things but, to cut short a long dissertation and also help you save a lot of time and money I recommend you buy a copy of Dan Erlwines excellent book "the Guitar Players Repair Guide" from. www.stewmac.com. It's a great investment and way cheaper than buying a set-up from a professional. Rusty.
All other things being equal, one of my first stops with a problem like that is the pickups. Lower them all the way down and see if you can replicate that "good full sound" without raising the strings. After that, there's another hundred and fifty things to look at. Good luck
Well, I'm no electric guitar tech, but the first thing I'd suggest for an acoustic player is to look at the fret height - that plays an important part in getting a solid tone with little effort. High action forces you to grip harder, and that's what's usually needed with low frets in the acoustic world.
